- Exercises legislative, investigatory, & fiscal control over the municipality. (§ 3-4)
- Approves appointments of department heads, and members (& alternates) to the Planning & Zoning Boards
- Approves removal of department heads by 2/3 vote of all members
- Appoints Municipal Port Authority members (§ 48-3)
- May override Mayor's veto by 2/3 of all members.
- Council Members are all "at-large" and elected for a term of 4 years.
- Council work sessions are held on the first and third Tuesdays at
- 5:00 p.m. Council public meetings beginning at 6:30 pm (unless otherwise noted).

Business Administrator
- The Business Administrator assists the Mayor in budget preparation. (§ 3-16)
- Administers purchasing and personnel systems.
- May supervise administration of departments
(subject to Mayor's direction). - Serves as liaison between the Mayor and the city department heads.
- The Administration Department includes the divisions of Personnel, Budgeting, Purchasing, and Housing & Code Enforcement.
