07/14/2008 CITY STREAMLINES PURCHASE SYSTEM
BY GOING PAPERLESS AND GREEN

City sees use of “paperless” systems as future of government, builds security and speed Mayor Jim Begley, in a further step to make the business of municipal government more efficient, secure and accountable, recently directed officials to implement a new paperless requisition and purchase order system that is paperless.

The new system, known as the MCSJ Finance System, changes the flow of the City’s purchase requisitions and purchase orders by having individual departments initiate the process on-line rather than creating layers of forms.

The new system has several advantages, including a multi-level approval process which requires approvals from department heads, the Business Administrator, and the Comptroller. Additional features include cost savings from eliminating expenditures on multiple forms, the loss of man hours on tracking requisitions, filing multiple forms, and updating vendor information, as well as costs associated with storage and security of information.

The MCSJ Finance System, a product of Edmund & Associates, Inc., is part of a series of software products designed for local governments. The MCSJ Finance System is utilized in over forty communities spanning the east coast from Connecticut to North Carolina.

“Streamlining government means security, efficiency, and accountability. We can achieve these things and do something that also utilizes “green” technologies. In the future, consideration will be given to other uses of e-government applications”, Begley said.
